It shuts down, even the lights on the PC case are off, then a few seconds later it starts again It seems to me that the problem is with the new “Fast Startup” Option, which is ironically labeled as “recommended”. While this does decrease the time it takes to boot up, the only way I have been able to solve my problem of not being able to shutdown Windows 10 is by disabling it.
Here’s how to do it:. In the search bar by the windows icon at the bottom left of the screen, type “Power Options” and navigate there by clicking the link. On the left side of the Power Options windows, you’ll want to click, “Change what the power buttons do”. At the top of this screen, you’ll need to check the “change settings that are currently unavailable” link.
This won’t change screens, but it will allow you to perform the next step. Scroll down to the bottom of the window. The first option under “shutdown settings” is “Turn on fast startup” which is automatically checked and recommended.
